(B) In Allegany, Baltimore, Caroline, Cecil,
Dorchester, Garrett, Harford, Howard, Montgomery and
Washington counties, and in Baltimore City, said clerks
shall be paid an additional two dollars for every license
and shall remit monthly the proceeds of said additional fee
to the county treasurer of their respective counties at the
end of every month for use as general funds of said county;
except that the clerk of the Court of Common Pleas of
Baltimore City shall remit and shall include the proceeds of
the additional fee in his annual return to the State
Comptroller of all his fees, emoluments and receipts under
the provisions of § 2-205 of the Courts Article of the Code.
(A) (C) (1) IN HARFORD COUNTY, IN ADDITION TO ALL
OTHER FEES IMPOSED BY THIS ARTICLE, THE CLERK OF THE COURT
SHALL MAY BE DIRECTED BY RESOLUTION OF THE COUNTY COUNCIL TO
RECEIVE $15 FOR EVERY LICENSE ISSUED.
(B) (1) (2) THE CLERK SHALL REMIT THE PROCEEDS OF THIS
ADDITIONAL FEE TO THE COMPTROLLER OF THE TREASURY OF HARFORD
COUNTY ON A MONTHLY BASIS.
(2) (3) IN ADDITION TO DESIGNATED FEDERAL,
STATE, AND COUNTY FUNDS, HARFORD COUNTY SHALL USE THE
PROCEEDS OF THE ADDITIONAL FEE TO FUND BATTERED SPOUSE AND
DOMESTIC VIOLENCE PROGRAMS.
(3) (4) HARFORD COUNTY'S CONTRIBUTION TO
BATTERED SPOUSE AND DOMESTIC VIOLENCE PROGRAMS MAY INCLUDE
IN-KIND CONTRIBUTIONS.
(4) (5) THE CLERK OF THE COURT SHALL RECEIVE 3
PERCENT OF THE PROCEEDS OF THE ADDITIONAL FEE FOR
PROCESSING.
(C) (1) (6) THE COUNTY EXECUTIVE OF HARFORD COUNTY
SHALL PREPARE AN ANNUAL REPORT ON THE DISPOSITION OF FEES
COLLECTED UNDER THIS SECTION.
(2) (7) THE REPORT SHALL BE AVAILABLE BY
DECEMBER 1 OF THE YEAR SUBSEQUENT TO THE FISCAL YEAR BEING
REPORTED.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
