provided herein.

Provided that the funds

included herein for grant
increases are approved as

necessary for energy

assistance because it has
been clearly demonstrated
that the recent increase in
home heating costs of low
income residents of Maryland
have risen much more quickly
than their other costs.
These funds appropriated
herein may only be used to
pay such additional amounts
for the home heating needs

of public assistance

recipients, calculated on a
seasonal basis, to be paid
in the most administratively
efficient manner in accord
with all applicable Federal

and State laws and

regulations.
