33.09.00.01 Assistance Payments

General Fund Appropriation,
provided that the grant
increase for Aid to Families
with Dependent Children
shall be limited to seven
percent on an annual basis
unless legislation is
enacted amending Section 45
of Article 88A of the
Annotated Code of Maryland,
1981 Cumulative Cumulative
Supplement to restrict
eligibility for children
over the age of eighteen....

Federal Fund Appropriation....

All appropriations provided

for public assistance

payments - 33.09.00.01 are

to be used, only for the
purposes herein appropriated
and there shall be no
budgetary transfer by budget
amendment or otherwise from
this program to any other
program or between the
categories of assistance as
provided herein without the

approval of the Board of

Public Works and the Joint
Budget and Audit Committee.
Proposed budget amendments
shall be reported to the
Joint Budget and Audit
Committee in advance of
submitting each amendment to

the Governor for his

approval._____Any budgetary

transfer from the assistance
payments program or between
categories of assistance

within the assistance

payments program must

receive prior approval of
the General Assembly in
accordance with Article 41,
Section 245(c) of the Laws

of Maryland when the

Legislature is not in
