subsection shall be considered special funds for the State
fiscal year 1983 only and may be made available to the
Commission by approved budget amendment during fiscal year
1983. Unencumbered funds as of June 30, 1983, shall revert
to general fund revenue. The Commission shall use a portion
of the special funds made available herein for the purposes
of making grants to health systems agencies which have been
designated as health planning agencies in accordance with
Section 19-lll(a) for fiscal year 1983.

SECTION 6. AND BE IT FURTHER ENACTED, That Section(s)
2-106(a)(12) through 2-106(a)(40) and 19-121, respectively,

of Article - Health - General (as enacted by Chapter _______

(H.B. 200 of the Acts of the General Assembly of 1982) be

renumbered to be Section(s) 2-106(a)(11) through

2-106(a)(39) and 19-125, respectively.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act
shall take effect October 1, 1982.

AN ACT concerning

Commercial Banks - Minimum Capital Requirements

FOR the purpose of altering the minimum capital stock and
surplus requirements for a commercial bank before the
bank establishes a branch that will be located outside
the municipal area of the principal banking office of
the bank; and relating generally to minimum capital
requirements for branch offices of commercial banks;
and making this Act an emergency measure.
