(B) THE PURPOSE OF THIS SUBTITLE IS TO ACHIEVE THESE
PRIORITIES BY:

(1) PLANNING TO MEET THE CURRENT AND FUTURE
HEALTH CARE NEEDS OF CITIZENS IN THIS STATE;

(2) IDENTIFYING THE RESOURCES ESSENTIAL TO MEET
DEFINED NEEDS;

(3) PROMOTING THROUGH PLANS AND POLICIES
APPROPRIATE USE OF THE RESOURCES ESSENTIAL TO MEET DEFINED
NEEDS;

(4) ADVOCATING POLICIES AND SYSTEMS TO PROMOTE
EFFICIENT DELIVERY OF AND IMPROVED ACCESS TO SERVICES
INCLUDING ACUTE, LONG TERM, MENTAL HEALTH, PRIMARY CARE, AND
COMMUNITY ALTERNATIVES;

(5) PROVIDING AN OPPORTUNITY FOR PARTICIPATION
OF THE DEPARTMENT AND OTHER STATE AND LOCAL PUBLIC AGENCIES,
PRIVATE ORGANIZATIONS, AND CONSUMERS AND OTHER MEMBERS OF
THE PUBLIC;

(6) ENHANCING THE STRENGTHS OF CURRENT DELIVERY
AND REGULATORY SYSTEMS AND CORRECT THEIR WEAKNESSES;

(7) OPERATING THE STATE HEALTH RESOURCES
PLANNING PROGRAM EFFICIENTLY AND EFFECTIVELY;

(8) CONSIDERING THE PLANS AND PROGRAMS OF STATE
AGENCIES AND DEPARTMENTS AND ASSURING CONSISTENCY WITH
POLICIES AND PRIORITIES OF SUCH AGENCIES AND DEPARTMENTS IN
PREPARATION OF THE STATE HEALTH PLAN;

(9) COORDINATING WITH THE PROGRAMS AND POLICIES
OF THE HEALTH SERVICES COST REVIEW COMMISSION; AND

(10) PROVIDING FOR ASSESSMENT OF THE IMPACT OF
PLANS AND PROJECTS ON TOTAL HEALTH CARE COSTS TO THIS STATE
AND ITS CITIZENS.

(C) THIS STATE RECOGNIZES THE FEDERAL ACT AND ANY
AMENDMENT TO THE FEDERAL ACT THAT DOES NOT REQUIRE STATE
LEGISLATION TO BE EFFECTIVE. HOWEVER, IF THE FEDERAL ACT IS
REPEALED OR EXPIRES, PART I OF THIS SUBTITLE REMAINS IN
EFFECT.

THERE IS A STATE HEALTH RESOURCES PLANNING COMMISSION.
THE COMMISSION IS AN INDEPENDENT COMMISSION THAT FUNCTIONS
IN THE DEPARTMENT.
