7-314.
(a) Except as otherwise provided in the Administrative
Procedure Act, before the Board takes any action under §§
[7-312] 7-313, 7-404, or 7-605 of this title, it shall give
the person against whom the action is contemplated an
opportunity for a hearing before the Board.
7-315.
(a) Except as provided in this section for an action
under §§ [7-312] 7-313 or 7-605 of this title, any person
aggrieved by a final decision of the Board in a contested
case, as defined in the Administrative Procedure Act, may:
(1) Appeal that decision to' the Board of Review;
and
(2) Then take any further appeal allowed by the
Administrative Procedure Act.
Article - Natural Resources
8-707.
There is a Waterways Improvement Fund for the purposes
specified in this subtitle. Except as provided in § 8-709,
any money received into the Waterways Improvement Fund shall
be used solely for the following projects:
(4) Constructing marine facilities beneficial to
the boating public; [and]
8-803.
(a) (4) Regulations adopted by the Department as
required under [subparagraph] PARAGRAPH (2) of this
subsection shall be null and void if the Department
determines that a flood management plan for the Jones Falls
in the Patapsco River has been adopted and implemented.

(b) This section does not permit the possession,
transportation, exportation, processing, sale, offer for
sale or shipment within this State of species of wildlife or
plants determined, pursuant to the Endangered Species Act,
to be an endangered or threatened species except as
permitted by [§ 10-2A-09] § 10-2A-05.

(e) (2) Except in Anne Arundel, Calvert, Allegany,
Garrett, Kent, Caroline, Talbot, Dorchester, Queen Anne's,
Cecil, and Washington counties, a person may cast the rays
