for bids in two or more newspapers published in Caroline
County, publication of such advertisement to appear at least
two weeks prior to the date on which the bids are to be
filed. The contract for any such materials, supplies,
repairs, roads or capital improvements shall be awarded to
the lowest responsible bidder conforming to specifications,
with consideration being given to quantities involved, time
required for delivery, purpose for which required,
competency and responsibility of bidder, and his ability to
render satisfactory service; provided, however, that the
County Commissioners shall have the right to reject any and
all bids and to re-advertise for other bids. Upon the
opening of bids and the awarding of contracts to the lowest
responsible bidder, the County Commissioners shall publicly
announce the amounts of all bids submitted together with the
names of all bidders. Any contract entered into or purchase
made in violation of the provisions of this section shall be
null and void.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Fee-Charging Employment Agency - License
Renewal Requirements
FOR the purpose of providing that, unless the form and
contract is changed, an applicant who applies for
renewal of an existing employment agency license is not
required to file a new copy of a form or contract used
in the business.
