AN ACT concerning
Cosmetologists - Licensure Requirements
FOR the purpose of providing that physical examinations or
affidavits from physicians are no longer required as a
condition for licensure renewal as a cosmetologist; and
clarifying language.
BY repealing and reenacting, with amendments,
Article 43 - Health
Section 531, 548, and 550

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 43 - Health
531.
[After August 1, 1935, before] BEFORE any person may
practice or teach beauty culture or act as a demonstrator or
manage a beauty shop or enroll as a student in any school of
beauty culture or serve as an apprentice in a beauty shop,
such person shall file with the Board a written application
for registration, accompanied by a health certificate issued
by a registered licensed physician of Maryland, under oath,
on a form which shall be prescribed and supplied by such
Board and shall deposit with the Board the registration fee,
and, except as provided in § 535, an examination fee, and
pass an examination as to fitness to practice or teach
beauty culture or to be a demonstrator or manage a beauty
shop, as hereinafter provided in this subtitle.
548.
(A) The Board shall prescribe such sanitary and safety
rules as it may deem necessary, with particular reference to
the precautions necessary to be employed to prevent the
creating and spreading of infectious and contagious
diseases. It shall be unlawful for the owner or manager of
any beauty shop or school of beauty culture to permit any
person to sleep in or use for residential purposes any room
used wholly or in part as a beauty shop or school of beauty
culture. Inspection of beauty shops and schools of beauty
culture shall be made. Inspectors shall be permitted, upon
presentation of credentials, to enter and inspect beauty
shops or schools at any time the establishment is open for
business, and it shall be necessary for the inspector to be
accompanied on the inspection tour of the establishment by
either the owner or manager, or in case of a school, a
