serve a term of 4 years and until his successor is appointed
and qualified, except that in the initial appointments two
members shall serve for 2 years and until their successors
are appointed and qualified. Board members shall be
citizens who have demonstrated an interest in children
through such activities as community service or professional
experience, or possess a background in law, sociology,
psychology, psychiatry, education, social work or medicine.
Board members are subject to the same standards of
confidentiality as Department of Social Services employees.
Each local board shall choose from among its number a
chairman by majority vote who shall hold office for 4 years
and may succeed himself. The members shall serve without
compensation.
(C) (1) FOR PURPOSES OF THIS SUBSECTION, THE TERM
"COUNTIES" INCLUDES BALTIMORE CITY.
(2) TWO OR MORE COUNTIES MAY AGREE TO ESTABLISH
ONE MULTICOUNTY BOARD INSTEAD OF INDIVIDUAL COUNTY BOARDS.
THE LOCAL MULTICOUNTY BOARD SHALL BE COMPOSED OF FIVE
MEMBERS AND TWO ALTERNATES APPOINTED BY THE GOVERNOR FROM
RESIDENTS OF TWO OF THE COUNTIES WHICH THE BOARD SERVES.
(3) IF IT IS NECESSARY FOR ONE OR MORE COUNTIES
TO HAVE A GREATER NUMBER OF MEMBERS ON THE BOARD IN ORDER
FOR THE BOARD TO HAVE FIVE MEMBERS, THE ADDITIONAL BOARD
MEMBER OR MEMBERS SHALL BE APPOINTED FROM THE COUNTY OR
COUNTIES WHICH HAVE THE LARGEST FOSTER CARE POPULATION. THE
COUNTY WITH THE LARGEST FOSTER CARE POPULATION SHALL RECEIVE
THE FIRST ADDITIONAL MEMBER, AND THE COUNTY WITH THE SECOND
LARGEST FOSTER CARE POPULATION SHALL RECEIVE THE SECOND
MEMBER, IF ANY.
(3) (4) A MULTICOUNTY BOARD SHALL OPERATE IN
ACCORDANCE WITH THE PROVISIONS IN SUBSECTION (B) OF THIS
SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
