Ch.8

In subsection (a) of this section, the present
provision calling for a quorum of "three members"
is restated, without substantive change, in more
general language that refers to "a majority of
the full authorized membership of the Board".
This language conforms to similar provisions in
other titles of this article and will accommodate
possible future legislative changes in the number
of members to be appointed to the Board, without
the necessity of enacting a conforming change
here. As to the current "full authorized
membership" of the Board, see § 18-202(a)(l) of
this subtitle.

As to subsection (c) of this section, Standard
State Travel Regulations are adopted by the
Department of Personnel with the approval of the
Board of Public Works.

18-205. MISCELLANEOUS POWERS AND DUTIES.

IN ADDITION TO THE POWERS AND DUTIES SET FORTH
ELSEWHERE IN THIS TITLE, THE BOARD HAS THE FOLLOWING POWERS
AND DUTIES:

(1)  TO ADOPT RULES AND REGULATIONS TO CARRY OUT
THE PROVISIONS OF THIS TITLE;

(2)  TO ADOPT A CODE OF ETHICS;

(3)  TO ADOPT AN OFFICIAL SEAL;

(4)  TO HOLD HEARINGS AND KEEP RECORDS AND
MINUTES NECESSARY FOR THE ORDERLY CONDUCT OF BUSINESS; AND

(5)  TO ISSUE A LIST ANNUALLY OF ALL CURRENTLY
LICENSED SOCIAL WORKERS.

REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 43, §
863(b), (c), (d), (f), and (g) and from Art. 43,
§ 869(a)(5), as that item refers to a code of
ethics.

Item (1) of this section is revised in the
standard language used throughout this article to
state the power of a health occupation board to
adopt rules and regulations.

The second sentence of present Art. 43, § 863(f),
which provides that copies and certain
certificates of Board proceedings, records, and
acts are prima facie evidence in State courts, is
deleted as unnecessary in light of CJ § 10-204,
which provides generally for the use of records
in court.
