to avoid needless repetition of phrases such as

Except for § 18-307(b) of this title, which
requires supervision for a licensed social work
associate or a licensed graduate social worker
who engages in the private practice of social
work, there is no distinction as to the scope of
practice for each category of license. The
General Assembly may wish to consider this
situation.

to avoid needless repetition of phrases such as
"individual licensed to practice social work".

title as a synonym for "licensed social worker".
Since "license" is defined in subsection (c) of
this section, "licensee" need not be defined
separately.
