WHEREAS, pre-trial confinement is a hardship for an
unconvicted defendant and is costly to the County; and

WHEREAS, a third party custody program offers to the
court an alternative for pre-trial disposition of defendants
in certain criminal cases; and

WHEREAS, the Administrative Judge of the District Court
of Maryland for District Number 5 has strongly recommended
the County fund a third party custodial program; and

WHEREAS, the District Public Defender for Prince
George's County has written that such a service in this
County for the past two years has been progressive,
beneficial, and responsible; and

WHEREAS, the Director of the County Department of
Corrections has stated that a program of this nature is
valuable to the people of the County and is strongly
supported by him; and

WHEREAS, the County Chief Administrative Officer has
written that successful implementation of a third party
custody program will bring some relief to overcrowded
conditions in the Detention Center; therefore

AN ACT concerning

Nursing Homes and Related Facilities

FOR the purpose of modifying County provisions for
nursing home license revocation, bringing them into
conformity with State law, and including authorization for
the County Health Officer to take action to restrict new
admissions to a related institution; and to clarify
provisions with respect to notice of violation.
