AN ACT amending Section 1.300 and 1.303 of Title I
"Administration" of the Howard County Code in order to add
certain positions to the list of miscellaneous exempt
employees and in order to establish a pay plan to those
employees.

Bill No. 50
AN ACT to add new Subtitle 6 "Employees Relations",
Sections 6.100 through 6.111, to Title 1 "Administration" of
the Howard County Code so as to authorize the classified
employees of Howard County, Maryland, at their option, to
select a representative or representatives to enter into
negotiations and to reach agreement in matters of wages,
hours, working conditions and other terms of employment with
the Executive Branch of Howard County government, all
subject to the Charter provisions governing public
employment and fiscal procedures in Howard County, Maryland,
setting out certain rights of classified county employees
and the county therein, setting out the procedures for
recognition and certification of employees representatives
and the representatives rights and duties subsequent to
certification, setting out procedure for decertification of
employees representatives and setting out negotiation
impasse and grievance procedures and defining and
establishing procedures for unfair labor practices.

AN ACT to clarify the language in Council Bill #32 -
1980 relating to Section 14.411(b) and (c) of the Howard
County Code regarding rates for outlets, converters and FM
radio service.
