AN ACT to add new Subtitle 3, "Drug Paraphernalia", to
the Howard County Code, Title 8, "Crimes and Misdemeanors",
for the purpose of prohibiting the possession, sale,
display, delivery, use and advertisement of certain drug
paraphernalia; defining certain terms; and providing tor
enforcement and penalties for violations of this Act;and
making this Act an emergency measure.

Bill No. 4

AN ACT amending Title 17 "Public Protection Services"
Subtitle 1 "Fire Protection" Section 17.108 (b) (2) of the
Howard County Code to delete modify language referring to
maximum limits for the annual special district tax for the
benefit of volunteer fire companies.

Bill No. 7

AN ACT to repeal Sections 18.500 and 18.501 of the
Howard County Code, Title 18, "Public Works," Subtitle 5,
"Storm Drainage Systems," and to enact new Sections 18.500
through 18.503 of the Howard County Code, Title 18, "Public
Works," Subtitle 5, "Private Storm Drainage Facilities," for
the purpose of setting forth the conditions under which
property owners shall be responsible for maintaining and
repairing or replacing certain storm drainage facilities;
providing that certain storm drainage facilities may be
dedicated to Howard County under certain conditions;
providing that Howard County may repair or replace certain
storm drainage facilities under certain conditions;
authorizing funds for the repair or replacement of certain
storm drainage facilities; requiring the director of the
department of public works to publish a certain annual
report; and relating generally to the policy of Howard
County concerning the maintenance and repair of storm
drainage facilities on private land.
