WHEREAS, There is a need for a comprehensive study of the
Maryland laws governing or relating to workmen's
compensation for the purposes of determining the
relationship between those laws and other State and
federal laws relating to health and safety in the
workplace and of seeking means to minimize the cost of
workmen's compensation to the employer and to maximize
the benefits of workmen's compensation to the working
men and women of this State; and
WHEREAS, The issues involving workmen's compensation are
complex; and
WHEREAS, There exists a fragmented and uncoordinated
approach to the improvement of workmen's compensation
laws;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY ISSUE THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
1. The Governor's Commission to Review Laws
Governing the Workmen's Compensation Laws and the
Governor's Study Commission on Workmen's
Compensation Coverage are abolished.
2. The Governor's Commission on Workmen's
Compensation Laws is hereby created.
3. The Commission consists of eleven members
appointed by the Governor, one of whom shall be a
member of the Senate, recommended by the
President of the Senate; and one of whom shall be
a member of the House of Delegates, recommended
by the Speaker of the House. Nine of the members
shall be persons whose knowledge, training, and
experience enables them to evaluate workmen's
compensation matters and whose interest is in the
implementation of balanced and well developed
workmen's compensation laws. The Governor shall
designate a Chairperson from among the members.
4. The Commission shall conduct a thorough study
of laws governing or related to workmen's
compensation and, in doing so, may:
(a) Review all of the findings and
recommendations for legislative changes in
the State's workmen's compensation laws
that have been made by the Workmen's
Compensation Work Group of the House
Constitutional and Administrative Law
Committee, the Governor's Study Commission
