WHEREAS, It is imperative that all State employees be
assured a work atmosphere free from sexual harassment;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND,     BY

VIRTUE OF THE AUTHORITY VESTED IN ME BY    THE

CONSTITUTION AND LAWS OF MARYLAND, HEREBY ORDER    AND
DIRECT:

1.  The Secretary of Personnel to ensure
enforcement and observance of all provisions of
law, regulation and policy prohibiting such
harassment in the Executive Branch;

2.  The Secretary of Personnel to develop and
implement training and educational programs for
the purpose of insuring that all officials and
employees of the Executive Branch clearly
understand that sexual harassment in the
workplace is illegal and will not be tolerated;

3.  The Department of Personnel and other
pertinent State agencies, including the Maryland
Commission for Women and the Maryland Commission
on Human Relations, to monitor and periodically
report on the success and weaknesses of such
educational and training programs.

4.  The Secretary of State to distribute copies
to the heads of all agencies in the Executive
Branch for posting in conspicuous locations in
all facilities in the Executive Branch.
