NOTWITHSTANDING ANY PROVISIONS TO THE CONTRARY IN THIS
SECTION, ANY FUNDS ENCUMBERED PRIOR TO JULY 1, 1981 IN THE
ITEM BEING REPEALED AS OF JULY 1, 1981 SHALL NOT BE REPEALED
AND IT IS THE EXPRESSED INTENT THAT THE UNENCUMBERED BALANCE
IN SAID REPEALED ITEM AS OF JULY 1, 1981 SHALL BE
TRANSFERRED TO AND BE AVAILABLE FOR THE APPROPRIATION
INITIALLY AUTHORIZED ON JULY 1, 1981 (MCKEE-BESHERS WILDLIFE
MANAGEMENT AREA, EASTERN SHORE WILDLIFE MANAGEMENT AREAS,
AND BAY ACCESS AREAS).

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 641.

This bill reallocates funds previously appropriated for
Program Open Space projects for Fiscal Years 1970-1978.

Senate Bill 387, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
641.
