[(b)] (C) "County" includes Baltimore City unless
otherwise indicated.

[(c)] (D) "Department" means Department of Natural
Resources.

[(d)] (E) "Person" includes the state, any county,
municipal corporation, or other political subdivision of the
state, or any of their units, or an individual, receiver,
trustee, guardian, executor, administrator, fiduciary, or
representative of any kind, or any partnership, firm,
association, public or private corporation, or any other
entity.

[(e)] (F) "Secretary" means Secretary of Natural
Resources.

5-102.

(a) Forests, streams, valleys, wetlands, parks

scenic, historic and recreation areas of the state are basic
assets. Their proper use, development, and preservation are

necessary to protect and promote the health, safety,

economy, and general welfare of the people of the state. It
is the policy of the state to encourage the economic
development and use of its natural resources for the
improvement of local economy, preservation of the natural
beauty, and promotion of the recreational and leisure
interest throughout the state.

(B) MANY SCENIC NATURAL RESOURCES WITHIN THE STATE MAY
BE USED AND ENJOYED BEST BY THE PUBLIC FOR RECREATION
PURPOSES THROUGH PROVISION OF RECREATION RELATED FACILITIES
AND SERVICES. IT IS THE POLICY OF THE STATE TO ENCOURAGE

PRIVATE INVESTMENT IN DEVELOPMENT, CONSTRUCTION, AND

OPERATION OF RECREATION RELATED FACILITIES AND SERVICES.

5-204.

(a) There is a Forest Advisory Commission in the
Department.

(b) There is a Parks Advisory Commission in the
Department.

(C) THERE IS A CONCESSIONS MANAGEMENT ADVISORY

COMMISSION IN THE DEPARTMENT.

[(c)] (D) Notwithstanding any other provisions of this
section, a member of the Commission on Forests and Parks as
of June 30, 1972 may serve the unexpired remainder of his
term as a member of an advisory commission created by law.
