(V) ENFORCEMENT AND OTHER RECOMMENDATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 513.

This bill authorizes local health officials who are
delegated inspectional responsibility of hazardous waste
facilities by the Secretary of the Department of Health and
Mental Hygiene to make inspections and investigations of
such sites and facilities. It will assure immediate
responses to complaints and provide mandatory reporting to
the State health department.

House Bill 613, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
513.

Creation of a State Debt - Anne Arundel County
Detention Center

FOR the purpose of authorizing the creation of a State Debt
in the amount of $750,000, the proceeds to be used to
assist in the renovation and expansion of the Anne
Arundel County Detention Center, subject to the
provision of up to a certain amount as a matching fund
