the salary fixed [by the Board of Public Works,] PRESCRIBED
IN SUBSECTION (A) AND PRESCRIBED IN SUBSECTIONS (A) AND (B)
OF THIS SECTION.
[(c)] (D) (1) The salary of a clerk CLERK is
payable biweekly from the fees, receipts, and emoluments of
his office after deducting the necessary expenses of the
office.
(2) If the fees and receipts of the office are
insufficient to pay the salary of the clerk CLERK the
deficiency shall be paid by the Comptroller from funds
provided for that purpose in the State budget.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
may not be construed to extend or apply to the salary of the
Clerks of Court in office on the effective date of this Act,
but the provisions of this Act concerning the salary of the
Clerks of Court shall take effect at the beginning of the
next following term of office.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 479.
This bill allows the Board of Public Works to raise the
maximum salary of a Clerk of the Circuit Court beginning
with the next term of office, on the basis of the relative
volume of business and receipts in each respective office.
House Bill 886, which was enacted by the General
Assembly and signed by me on May 19, 1981, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign Senate Bill
479.
