headwaters of the Elk River originating within our sister
state. Consequently, the construction of an impoundment in
Maryland without first enlisting the aid of Pennsylvania
would relieve the flooding and silt build-up for only a few
years.

A better approach than the unilateral study and
planning is the initiation of a bi-state study through the
Soil Conservation Service of the United States Department of
Agriculture in order to identify the source of the sediment
and erosion problem and to recommend solutions. The study
and planning expenditures contemplated by the item of the
bill are premature until a bi-state study is completed and
all alternative solutions evaluated.

For these reasons, I have vetoed item (D)(5)(a) of the
General Construction Loan of 1981 contained in Senate Bill
426.
