SECTION 3. AND BE IT FURTHER ENACTED, That each
project and authorization under Chapter 334 of the Acts of
the General Assembly of 1977, as amended, relating to
Community Adult Rehabilitation Centers, is hereby repealed.
shall be repealed January 1, 1982. Any amounts authorized
by Chapter 334 that have not been expended as of June 1,
1981 January 1, 1982 shall revert to the annuity bond fund.
This section may not be construed as impairing contracts in
effect prior to June 1, 1981 January 1, 1982.
SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

Dear Mr. President:
I have today approved Senate Bill 426 except for the
following item of the General Construction Loan of 1981
contained in Senate Bill 426 which, in accordance with
Article II, Section 17, and Article III, Section 52(8) of
the Constitution of Maryland, I have today expressly
disapproved and vetoed:
Item (D)(5)(a) appearing in lines 350 through 354 on
page 7 of the bill, entitled
"(a) Grant to Cecil County for the study and
planning of a sediment and flood control dam.
The payment of any funds shall be contingent
upon the provision by Cecil County of an
equal matching of funds; and further provided
that this project be reviewed and approved
by the Department of State Planning... 100,000"
This item appropriates $100,000, to be matched by Cecil
County, for the purpose of conducting a study of and
planning for an impoundment dam on the Big Elk Creek on
State owned property in Cecil County. The impoundment dam
is being proposed in order to control flooding in a section
of the town of Elkton and to control siltation in the Elk
River. Although I certainly wish to relieve those problems,
I do not believe that the impoundment dam proposed offers a
comprehensive solution. It is apparent that the cooperation
of the Commonwealth of Pennsylvania is needed to alleviate
the problem of soil erosion and silt build-up in the
