JOINT RESOLUTIONS
WHEREAS, The General Assembly intends to continue its
response to the pressing needs of the citizens of Maryland
in this critical issue; and
WHEREAS, The General Assembly desires to monitor the
State's energy usage and conservation programs in order to
make legislative determinations related to these programs
with a fuller understanding of existing circumstances and
future trends; and
WHEREAS, It is the responsibility of the Maryland
Energy Administration within the Department of Natural
Resources to fully analyze Maryland's energy situation;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Energy Administration shall report to the General
Assembly of Maryland on or before December 1 of each year,
1981 concerning the status of energy conservation efforts,
usage, developments, and suggestions as to how the State
legislature can assist in minimizing the impact of energy
needs on the citizens of this State; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
James Clark, Jr., President of the Senate of Maryland; the
Honorable Benjamin L. Cardin, Speaker of the House of
Delegates; and James B. Coulter, Secretary of the Department
of Natural Resources, Tawes State Office Building,
Annapolis, Maryland 21401.

A Senate Joint Resolution concerning
Geothermal Resources - Access and Allocation
FOR the purpose of requiring that the Department of Natural
Resources review and study the issues of access and
allocation of geothermal resources; and providing that
the Department report its findings and recommendations
to the General Assembly no later than a certain date.
WHEREAS, Current energy usage is extensively dependent
on fossil fuels which are an exhaustible resource; and
WHEREAS, New supplies of renewable energy, such as
geothermal, will be required to meet the State's future
energy needs; and
