WHEREAS, The City of Crisfield is in need of economic
revitalization; and
WHEREAS, It is in the interests of the State to provide
for revitalization of shorefront areas which have fallen
into disuse or disrepair; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of Natural Resources be requested to develop
regulations or guidelines governing the application of the
Wetlands Act to the City of Crisfield under § 9-302(a) of
the Natural Resources Article; and be it further
RESOLVED, That such regulations should include special
provisions for balancing economic development and
environmental protection goals in the evaluation of permit
or license applications regarding development within the
corporate limits of Crisfield; and be it further
RESOLVED, That the Department of Natural Resources
should seek agreement with federal agencies which have
overlapping responsibilities on criteria which should be
used in evaluation of proposed developments in Crisfield;
and be it further
RESOLVED, That the Department should submit draft
regulations to the Committee on Administrative, Executive
and Legislative Review no later than legislation to the
General Assembly by January 1, 1982.

A Senate Joint Resolution concerning
Bail Bonds
FOR the purpose of requesting the Insurance Commissioner to
conduct a comprehensive review of the bail bonding and
surety industry in this State with the objective of
deciding whether or not it is necessary to promulgate
new regulations or more extensive regulations of the
bail bonding and surety industry in this State.
WHEREAS, The bail bonding industry in Maryland is
regulated by the Insurance Commissioner; and
WHEREAS, The Insurance Commissioner, through his
designates, has expressed an interest in further regulation
of the bail bonding industry; and
