JOINT RESOLUTIONS
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee is requested to appoint a
Commission to recommend regulations on groundwater heat
pumps, including requiring a yield test test for yield of
the well excluding storage, flow of the system and any other
information relevant to the aquifer and its production
potential before issuance of a water appropriation permit,
and requiring discharge by reinjection of the aquifer; and
be it further
RESOLVED, That the Commission be composed of a
representative from the Department of Health and Mental
Hygiene, the Department of Natural Resources, the Senate of
Maryland, the House of Delegates, one consolidated driller,
one unconsolidated driller, and citizen representatives
experienced in groundwater heat pump technology; and be it
further
RESOLVED, That the Commission report its findings to
the General Assembly by January 1, 1982 and then shall
terminate.

A Senate Joint Resolution concerning
Wetlands Permit Review
FOR the purpose of requesting the Department of Natural
Resources to develop guidelines for the evaluation of
permit or license applications under the Wetlands Act
within the City of Crisfield.
WHEREAS, The Maryland General Assembly in 1970
established the policy of protecting tidal wetlands in
Maryland through the Wetlands Act, Natural Resources
Article, Title 9; and
WHEREAS, The Wetlands Act establishes a permit and
license system which allows for a balancing of economic,
environmental, recreational, and aesthetic values in the
protection of the State's wetlands; and
WHEREAS, Local governments, in development of their
comprehensive plans are attempting to prevent haphazard
development by concentrating growth in urban areas; and
WHEREAS, The City of Crisfield has within its municipal
limits 65 acres of wetlands; and
