the Washington Suburban Sanitary District, thence in a
general northerly and easterly direction with the present
boundary of the Washington Suburban Sanitary District to the
point of beginning.

(d)  Also comprising for the same the inclusion of all
the areas within the municipal corporation of Morningside as
the boundaries of [said] THE municipal corporation are
defined and set out from time to time elsewhere in this
article.

In the event that the property of the Morningside Water
Company, Inc., is acquired by the Washington Suburban
Sanitary District, such transfer shall be effected at a fair
operating value for the property acquired. The fair
operating value shall be set by a board of arbitration
consisting of one person to be named by the Morningside
Water Company, Inc., one person to be named by the
Washington Suburban Sanitary Commission and a third person
to be named by these two. There shall be no right of appeal
from the valuation for the fair operating value of the
property as set by the [said] board of arbitration.

Such additional area shall be subject to all of the
rules and regulations of the commission and all of the
provisions of law relating to [said] THE sanitary district,
including taxes, assessments and benefit charges levied in
all other parts of the sanitary district; provided, however,
that the commission shall not levy any ad valorem tax or any
front foot benefit tax, assessment or other charge within
any of [said] THE additional area until such time as the
construction of a water or sewer system within such
additional area shall be actually commenced or an existing
water or sewer system shall be extended to such area.

(e)  Beginning for the same at a point on the present
boundary of the Washington Suburban Sanitary District, 500
feet east of and at right angles to the east side of the
Possum Pike and running thence in a southerly direction,
east of, parallel to and 500 feet distant from the east side
of [said] Possum Pike to the center of Tinkers Creek, thence
in a southwesterly direction along the center of Tinkers
Creek to a point 500 feet south of and at right angles to
the south side of Steed Road, thence in a westerly
direction, south of, parallel to and 500 feet distant from
the south side of [said] Steed Road to the south side of the
Allentown Road, thence in a northwesterly direction at right
angles to [said] Allentown Road to a point 500 feet west of
the west side of [said] Allentown Road, thence in a
northerly direction, west of, parallel to and 500 feet
distant from the west side of [said] Allentown Road to a
point 500 feet south of and at right angles to the south
side of the road from Palmer's Corner to Padgett's Corner,
thence in a southwesterly direction, south of, parallel to
and 500 feet distant from the south side of [said] THE road
to a point 500 feet southwest of and at right angles to the
southeasterly prolongation of the southwest side of Bock
