shall deceive the [said] commission or the state
commissioner of personnel for the purpose of improving his
chances or prospects for appointment. No person about to be
appointed to any classified position shall sign or execute a
resignation dated or undated in advance of such appointment.
Any such resignation shall be of no effect.

11-16. Duties of state commissioner of personnel;
applicability of state employment system.

The state commissioner of personnel is hereby
authorized and directed to carry out all of the duties
required of him under this [subheading] SUBTITLE but the
state employment system shall not otherwise be considered in
force or applicable to [said] THE Washington Suburban
Sanitary Commission.

11-17. Expenditures for administration.

For the purpose of defraying the expenses of
administering this [subheading] SUBTITLE, the [said]
commission shall be empowered to employ such personnel and
to make such expenditures as is necessary to carry out the
purposes of this [subheading] SUBTITLE, and shall reimburse
the treasury of the State of Maryland for such reasonable
costs which may be incurred by the office of the state
commissioner of personnel in carrying out its functions
under this [subheading] SUBTITLE.

11-18. Violations and penalties.

Any person who violates any of the provisions of this
[subheading] SUBTITLE shall be guilty of a misdemeanor and
shall, on conviction thereof, be punished by a fine of not
less than $50 and not more than $500.

12-1. Generally; declaration of pecuniary or property
interests.

Any member of the commission who is present at a
meeting at which is discussed any matter in which he has,
directly or indirectly, a pecuniary or property interest,
shall declare his interest and shall refrain from casting a
vote in respect of such matter.

12-2. Members from Montgomery County.

(a)  The provisions of this section shall apply to all
Washington Suburban Sanitary Commissioners appointed,
reappointed or nominated by the Montgomery County executive
under section [71-4] 1-1 of this [Code] ARTICLE. The words,
"county council" as used in this section shall mean the
Montgomery County council.

(b)  The commission shall maintain a minute or record
book and therein record its actions in usual corporate form,
but with respect to any action authorizing, modifying or
