carry out the provisions of this section. Any unused leave
accumulated by any of the employees of the commission on
June 1, 1961, shall be credited to their respective leave
records.

11-12. Special consultants, etc.

Nothing in this [subheading] SUBTITLE contained shall
prohibit the [said] commission from employing such
consulting or other outside engineering services as it deems
necessary from time to time.

11-13. Compensation of unauthorized persons.

Except in the case of temporary and emergency employees
as herein provided for, no auditor or disbursing officer of
the [said] commission shall approve the payment of or be in
any manner concerned in paying, auditing or approving any
salary, wage or other compensation for classified services
unless the person to whom such salary, wage or other
compensation is to be paid is a person in such classified
service, or duly exempted or excepted by the commission
under the provisions of this [subheading] ARTICLE.

11-14. Beneficiaries for classified employees.

The commission may by rule provide for the designation
by a classified employee of the person or persons to whom
the final salary payment and any sum which may be due for
unused earned vacation leave should be made upon the death
of such employee. The designation of the beneficiary shall
be in writing and shall be on file with the commission
before the death of the employee, but the writing need not
be in testamentary form, and neither the designation nor the
payment shall be deemed to be a testamentary disposition.
The disbursing officer of the commission may pay over
directly to the beneficiary or beneficiaries so designated
by an employee such sum or sums as may be due and owing to
the deceased employee for salary and for any unused earned
vacation leave.

11-15. Prohibited acts.

No person shall wilfully or corruptly make any false
mark or report upon any examination; no person shall
impersonate another in any examination held under this
[subheading] ARTICLE; no person shall, by himself or in
cooperation with one or more persons, wilfully or corruptly
defeat, deceive, or obstruct any person in respect to his
right of examination under the provisions of this
[subheading] ARTICLE, or falsely mark, grade, estimate or
report upon the examination or standing of any person
examined hereunder, or aid in so doing, or furnish to any
person except in answer to inquiries of the state
commissioner of personnel, any special information for the
purpose of either improving or injuring the rating of any
such person for appointment or employment. No applicant
