construction, maintenance and operation shall be under the
supervision and general control of [said] THE commission;
and no such system or part thereof, or no water main, sewer,
storm-water drain, water purification or sewage disposal
plant, or no connection with the above, shall be constructed
or installed except as above provided, and any violation of
this provision shall be a misdemeanor punishable under
section [83-108 (71-58)] 18-7 of this [subtitle] ARTICLE.
All construction and operating records, including cost
records, shall be filed with the commission, which shall be
empowered at any time to take over [said] THE system or part
thereof, or [said] THE water main, sewer, storm-water drain,
water purification or sewerage disposal plant, or connection
with the above, in the same manner as provided in section
[83-94 (71-43)] 3-6 for systems existing at the time of the
passage of this [subtitle] ARTICLE. The commission shall be
empowered to extend its water supply, sewerage, drainage and
refuse disposal systems into any area outside of the
sanitary district contiguous thereto or in the vicinity
thereof, whenever the property owners of [said] THE area
shall agree to the conditions that may be imposed by [said]
THE commission; provided that on and after June 30, 1968,
except as otherwise provided herein, the above section
insofar as it applies to the power and authority granted to
the Washington Suburban Sanitary Commission over drainage
systems is not applicable in Montgomery County, except for
that portion of the City of Takoma Park now situated in
Montgomery County. The powers and authority set forth in
this section shall in no manner be restricted by any other
general, special or local law, except as specifically
provided within this [subtitle] ARTICLE.

3-4. Service connections generally; menaces to health.

(a) [Said] THE commission shall provide for each and
every property abutting upon a street or right of way in
which, under this [subtitle) ARTICLE, a water main or
sanitary sewer is laid, a water service pipe or sewer
connection which shall be extended, as required, from the
water main or sewer to the property line of the abutting
lot, [said] THE service pipe or connection to be constructed
by, and at the sole expense of, [said] THE commission. When
any water main or sewer is declared by [said] THE commission
complete and ready for the delivery of water or the
reception of sewage, every abutting property owner, after
due notice, shall make connection of all spigots or
hydrants, toilets and waste drains with [said] THE water
main or sewer within a time prescribed by [said] THE
commission. Where the aforesaid fixtures do not exist, or
are of a nature which, in the judgment of the commission, is
improper or inadequate, satisfactory equipment shall be
installed. All cesspools, sink drains, and privies shall be
abandoned and left in such a way that they cannot again be
used nor injuriously affect the public health, [said] THE
disposition to be determined by the commission; and all
wells that are found by the commission to be polluted or a
menace to health shall likewise be abandoned and closed.
