June every year thereafter, at its first meeting in that
month or as soon thereafter as possible, elect from among
its members a chairman and vice-chairmen, one to be from
Prince George's County and one to be from Montgomery County,
who shall serve for one year or until their successors are
elected and qualified. The office of chairman, and the
office of vice-chairman, shall rotate between the counties,
that is to say, at any annual election the chairman for' the
then ensuing year's term shall be from the county different
from the county from whence came the chairman for the
expiring year's term, and the same provision shall apply to
the office of vice-chairman; provided, however, that upon a
unanimous vote of the membership this provision may be
waived for one year, but not for two years in succession.
If a vacancy exists in the position of chairman or
vice-chairman, the commission shall promptly elect a new
chairman or vice-chairman for the remaining portion of the
one year term of such office. If the vacancy in the
position of chairman or vice-chairman involves or was
occasioned by that officer's resignation or removal for any
reason from membership on the commission, the election to
fill the unexpired portion of the chairman's or
vice-chairman's term, as the case may be, shall be held only
after the commission vacancy has been filled; provided,
however, the commission may elect an acting chairman or
vice-chairman to serve until the vacancy has been filled.

(f)  The commission shall engage and organize a staff
so as to efficiently accomplish the matters within its
jurisdiction, as set forth in section [83-57A (71-4A)] 1-2
OF THIS ARTICLE. All acts, orders, and regulations
heretofore passed by the commission while sitting in the
District of Columbia are hereby ratified and confirmed and
are to be given the same force and effect as if passed in
the State of Maryland. The commission shall annually
publish in at least one newspaper in Montgomery County, and
one in Prince George's County, a full and true account of
its receipts, expenses and expenditures. The commission
shall employ a certified public accountant certified to
practice as a public accountant in the State of Maryland, to
audit its books and accounts. The commission shall always
keep available and open to public inspection during business
hours, at its principal office, a detailed audit and
financial statement of its accounts. The commission shall
file with the county commissioners of Prince George's County
and the county executive of Montgomery County, annually, a
certified copy of such detailed audit and financial
statement.

(g)  The commission is authorized to formulate and
adopt a pension or retirement plan for its employees
including the right to contract with any established
insurance company or insurance companies for a group,
annuity, retirement or pension plan, and to contribute so
much thereto as it may deem equitable, or be required to pay
under any contract, and such contribution or payment shall
be charged as expenses of the several functions of the
