AN ACT concerning

Agriculture - Grain Sealers Buyers - Licensing

FOR the purpose of providing that a person may not be a
grain dealer buyer without obtaining a license from the
Secretary of Agriculture; establishing grounds for a
refusal, suspension, or revocation of a grain dealer's
buyer's license; establishing posting and insurance
requirements; requiring the filing of a financial
statement; creating an Administration Fund for use in
administering the licensing program; providing for the
placement of excess funds,; requiring the publishing of
an annual grain buyers directory; providing that a
certain portion of this Act is contingent upon the
passage of another Act; and generally relating to the
licensing of grain dealers buyers.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Agriculture

TITLE 13. GRAIN DEALERS BUYERS LICENSING

13-101.

(A)  IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(B)  "FULL MARKET VALUE" MEANS THE VALUE REQUIRED BY
LAW TO BE USED BY UNDERWRITERS IN PAYING FOR LOSSES OF THE
COMMODITIES INSURED FOR THEIR ACTUAL CASH VALUE.

(C) "GRAIN DEALER BUYER" MEANS ANY PERSON,
ASSOCIATION, DEALER, COPARTNERSHIP OR CORPORATION, OR THEIR
AGENTS OR REPRESENTATIVES, WHO IS ENGAGED IN THE BUSINESS OF

BUYING, RECEIVING, SELLING, EXCHANGING, WAREHOUSING,

NEGOTIATING, OR SOLICITING THE SALE, RESALE, EXCHANGE, OR
TRANSFER OF ANY GRAIN PURCHASED FROM A PRODUCER, OR HIS
AGENT OR REPRESENTATIVE OR WHO HAS RECEIVED GRAIN ON
