Ch. 747

(vii) Two members from the community who
do not have any interests in any mining operation, one to be
a resident of Garrett County and one to be a resident of
Allegany County, appointed by the Secretary for 3-year
terms; and

(viii) One member of the Department of
Health and Mental Hygiene appointed by the Secretary of
Health and Mental Hygiene.

(2) (I) Committee members representing the
community OR LOCAL GOVERNMENT shall receive the per diem set
by the Secretary for each day they meet with the Committee
or are called on by the chairman to transact other business
of the Committee. Funds for per diem allowances shall be
provided for in the budget of the Department.

(II) ANY COMMITTEE MEMBER WHO IS APPOINTED

TO REPRESENT A LOCAL GOVERNMENT, UNDER PARAGRAPH (1)(V) AND
(VI) OF THIS SECTION, IS ENTITLED TO THE SAME PER DIEM
ALLOWANCE THAT IS PROVIDED FOR A MEMBER WHO REPRESENTS THE
COMMUNITY, IF THE LOCAL GOVERNMENT REPRESENTATIVE IS NOT AN
ELECTED OR APPOINTED OFFICIAL OR A PUBLIC EMPLOYEE.

(3)  The Committee shall meet at the chairman's
request and at least twice a year. A quorum consists of at
least seven members. A majority vote of the full Committee
is necessary to approve any action.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

(House Bill 231)

AN ACT concerning

Criminal Trials - Prohibiting Recording and
Broadcasting

FOR the purpose of prohibiting the recording or
broadcasting, by the use of certain equipment, of
certain trial court proceedings; providing for certain
exceptions to this Act; permitting certain judges to
regulate the use of certain recording and broadcasting
equipment in certain proceedings; providing for a
penalty that may be imposed against a person who
violates this Act; providing for the continuance of
existing rights of the media; and defining certain
terms.
