SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

13-402.

(H) A PERSON WHO DRIVES OR ATTEMPTS TO DRIVE A VEHICLE
ON ANY HIGHWAY IN THIS STATE IN VIOLATION OF ANY OF THE
PROVISIONS OF THIS SECTION IS GUILTY OF A MISDEMEANOR.

13-402.1.

(F) A PERSON WHO DRIVES OR ATTEMPTS TO DRIVE A VEHICLE
ON ANY HIGHWAY IN THIS STATE IN VIOLATION OF ANY OF THE
PROVISIONS OF THIS SECTION IS GUILTY OF A MISDEMEANOR.

16-101.

(a) An individual may not drive or attempt to drive a
motor vehicle on any highway in this State unless:

(1)  He holds a driver's license issued under
this title[, which license authorizes him to drive vehicles
of the class that he is driving or attempting to drive];

(2)  He is expressly exempt from the licensing
requirements of this title; or

(3)  He otherwise is specifically authorized by
this title to drive vehicles of the class that he is driving
or attempting to drive.
