WATERSHED MANAGEMENT CAPITAL PROJECTS REQUIRING MATCHING
FUNDS OF A MINIMUM OF 50 PERCENT.
(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect on July 1, 1980, contingent upon the
enactment and taking effect of legislation to authorize the
Department of Natural Resources to make grants, requiring
matching funds of a minimum of 50 percent, to subdivisions
of this State for flood control and watershed management
capital projects, and if no such legislation is enacted and
becomes effective, this act shall be null and void without
the necessity of further action by the General Assembly.
SECTION 2. AND BE IT FURTHER ENACTED, That the
provision of this Act relating to the funding of watershed
studies shall take effect on July 1, 1981, contingent upon
the enactment and taking effect of legislation to authorize
the Department of Natural Resources to use and make grants
for such studies, and if no such legislation is enacted and
becomes effective, that provision of this Act shall be null
and void without the necessity of further action by the
General Assembly.

AN ACT concerning
Vehicle Laws - Violations
FOR the purpose of clarifying the penalties for violations
of certain provisions dealing with motor vehicle
registration and certain provisions dealing with driver
licensing; clarifying that a person may not drive a
motor vehicle of a particular class unless the person
is licensed to drive a motor vehicle of that class;
clarifying that a person may not drive a motor vehicle
in violation of certain provisions dealing with
learner's permits; and clarifying that a person may not
drive a motor vehicle when that person's license has
expired.
