professional judgment of practitioners are subject to
significant improvement through short-term therapy. These
benefits must be at least equal to the following minimum
requirements: (1) [With] WITH respect to benefits for
confinement as an inpatient in a hospital, the period of
confinement for which benefits are payable shall be at least
[thirty (30)] 30 days in any calendar year or benefit
period; (2) with respect to major medical expense coverage,
benefits, after the applicable deductible, for covered
expenses arising from all those services, other than
inpatient, which are rendered to treat acute mental illness
and emotional disorders, shall be at a rate which is not
less than 50 percent of the benefits which the policy
provides for other types of illness.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

(Senate Bill 573)

AN ACT concerning

Low-Level Nuclear Waste Disposal

FOR the purpose of providing that a person may not engage in
any activity that produces or generates low-level
nuclear waste and prohibiting the Secretary of Health
and Mental Hygiene from registering or licensing
certain persons unless the Secretary certifies
Department of Health and Mental Hygiene adopts a rule
certifying that certain criteria have been satisfied
and the person engages in an activity producing the
waste before a certain date; providing for public
hearings; providing for the receipt and processing of
certain applications; providing an exception certain
exceptions to this Act; providing for a certain
committee of the General Assembly to disaffirm the
Secretary's findings Department's certification under
certain conditions; requiring certain State agencies to
cooperate with the Secretary of Health and Mental
Hygiene in evaluating any technology or means for the
permanent disposal of low-level nuclear waste;
providing that this Act is supplemental to the powers
of the Department; and generally relating to the
availability of certain means for the disposal of
low-level nuclear waste and the production or
generation of low-level nuclear waste in this State.
