Boat Dealers - Temporary Certificates; Title
Taxes and Fees
FOR the purpose of authorizing the Department of Natural
Resources to furnish temporary certificates of boat
number; providing a fee for temporary certificates of
boat number; providing a procedure for boat dealers'
issuance of temporary certificates of boat number and
conditions for validity of the temporary certificates;
creating a boat dealer assurance fund to cover title
taxes and fees that boat dealers may fail to forward to
the Department; providing for reimbursement of the fund
through forfeiture of boat dealers' bonds; providing a
limit to the fund and the disposition of any excess
over that limit and a procedure to restore this limit;
and increasing from 15 to 30 days the time for boat
dealers to forward title taxes and fees to the
Department.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article - Natural Resources
8-710.2.
(A) THE DEPARTMENT MAY DESIGN TEMPORARY CERTIFICATES
OF BOAT NUMBER AND FURNISH THEM TO ANY LICENSED BOAT DEALER
WHO:
(1) APPLIES FOR AT LEAST 25 OF THE CERTIFICATES
ON A FORM THAT THE ADMINISTRATION REQUIRES; AND
(2) SUBMITS A FEE OF $1 FOR EACH CERTIFICATE
WITH THE APPLICATION.
(B) (1) FOR ANY VESSEL THAT IS TO BE USED PRINCIPALLY
IN MARYLAND, A LICENSED DEALER MAY ISSUE ONE TEMPORARY
CERTIFICATE OF BOAT NUMBER TO THE PERSON WHO BUYS THE VESSEL
FROM THE DEALER.
