and construction of an Archival Building
on Land currently owned by the State

County) - Site improvements, to include a
four-lane running track and three
multipurpose fields on adjacent lands,.
etc The reappropriation in no way is to
be interpreted or construed to interfere
with or stifle any legal action or
collection of damages in connection
therewith growing out of contractual
relations regarding this project........ 600,000

SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of Section 1(9) of Chapter 420 of the Acts of
1979 be and they are hereby suspended insofar as they impose
a time limit for placing under contract the following
projects in Section 1(3) of Chapter 420 of the Acts of 1979:
