INTENDS TO PROVIDE TO BE LOCATED IN FREDERICK COUNTY FOR THE
PURPOSE OF PROVIDING FIRE OR RESCUE SERVICE IN FREDERICK
COUNTY UNLESS THE ARTICLES ARE ACCOMPANIED BY A WRITTEN
RESOLUTION OF THE FREDERICK COUNTY BOARD OF COMMISSIONERS
INDICATING THE BOARD'S OR OF THE MUNICIPAL GOVERNMENTS IN
FREDERICK COUNTY IF THE ORGANIZATION IS TO BE LOCATED WITHIN
THE CORPORATE LIMITS OF A FREDERICK COUNTY MUNICIPALITY.
SUCH RESOLUTION SHALL INDICATE THE BOARD'S OR MUNICIPAL
GOVERNMENT'S INDICATING THE BOARD'S APPROVAL OF THE PROPOSED
INCORPORATION. INCORPORATED MUNICIPALITIES IN FREDERICK
COUNTY WITH PRIMARY RESPONSIBILITY FOR GOVERNMENTAL FUNDING
FOR FIRE SERVICE SHALL WITHIN THEIR JURISDICTION HOLD THOSE
POWERS ASSIGNED TO THE FREDERICK COUNTY COMMISSIONERS IN
THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall be construed only prospectively and may not be applied
or interpreted to have any effect upon or application to any
fire or rescue organization incorporated prior to the
effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Workmen's Compensation
FOR the purpose of changing the effective date of a certain
Act passed by the General Assembly in 1980 relative to
a program of group self-insurers under the Workmen's
Compensation Law; restricting the program to apply only
to groups of counties or groups of municipalities;
providing that such groups are not subject to the
provisions of the Insurance Code; and excluding the
Insurance Commissioner from the provisions of the 1980
Act.
