Capital Park and Planning Commission, the City of Bowie and
the City of Rockville shall provide at least equal and
matching funds of $877,500, $500,000, and $50,000
respectively, $450,000 for their respective projects this
project. No part of the applicant's matching funds may be
provided from State funds either directly or indirectly. No
part of the funds may consist of real property, or in-kind
contributions, or funds expended prior to the effective date
of this Act, except funds expended for preparation, planning
and design of the renovations. In case of any dispute as to
what money or assets may qualify as matching funds, the
Board of Public Works shall determine the matter, and the
Board's decision is final. The Maryland-National Capital
Park and Planning Commission, the City of Bowie and the City
of Rockville have has until June 1, 1983 to present evidence
satisfactory to the Board of Public Works that the matching
funds will be provided. If satisfactory evidence is
presented by any one of the applicants, the Board shall
certify this fact to the State Treasurer, and the proceeds
of the loan for that applicant's project or projects shall
be expended for the purposes provided in this Act. If this
evidence is not presented by an applicant by June 1, 1983,
the proceeds of the loan for that applicant's project shall
be transferred to the Annuity Bond Fund and applied to the
debt service requirements of the State.
(4) (5) There is hereby levied and imposed an annual
State tax on all assessable property in the State in rate
and amount sufficient to pay the principal of and interest
on the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

AN ACT concerning
State Boards and Commissions - Suspension and Removal
of Members
FOR the purpose of providing that a member of a State
commission or board who is convicted of a criminal
offense shall be suspended from the board or commission
without pay for a certain time or removed from office
under certain circumstances; and providing for certain
actions to be taken if a conviction is reversed or
otherwise vacated.
