certain conditions and restrictions on the sale and
disposition of products and services of State Use
Industries; providing for the use, management, and
reporting of funds by the State Use Industries;
providing for legislative approval of the State Use
Industries budget and manpower allocations; providing
that, with certain exceptions, certain positions shall
be subject to the State Merit System; and generally
relating to the State Use Industries the work related
training of inmates, and the production of goods and
provision of services by inmates.

Section 680, 681, and 681A through 681L 681M,

inclusive, to be under the new subheading

"State Use Industries Act"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 681, of Article 27 - Crimes and
Punishments, of the Annotated Code of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland be repealed, amended, or
enacted to read as follows:

Article 27 - Crimes and Punishments

STATE USE INDUSTRIES ACT

680.

THE PURPOSE OF THIS ACT IS TO CREATE WITHIN THE
DIVISION OF CORRECTION, A STATE USE INDUSTRIES ORGANIZATION,
WHICH:

(1) (I) IS FINANCIALLY SELF SUPPORTING;

(II)  GENERATES REVENUE FOR ITS OPERATIONS
AND CAPITAL INVESTMENT;

(III)  REASONABLY REIMBURSES FOR THE
SERVICES EXCHANGED BETWEEN THE DIVISION AND STATE USE
INDUSTRIES; AND
