Article 81 - Revenue and Taxes

(b) Except as hereinafter provided:

(1)(i) 1. All real property required by this
article to be assessed shall be valued at its full cash
value on the date of finality.

2. THE VALUATION SHALL TAKE INTO
ACCOUNT THE PRESENCE OR ABSENCE OF SEWER SERVICE TO THE

PROPERTY. THE VALUATION ALSO SHALL TAKE INTO ACCOUNT THE

CONDITION OF THE PRIVATE SEPTIC SYSTEM ON THE PROPERTY IF
PUBLIC SEWER SERVICE IS ABSENT.

3. Except for that real property

described in Section 14(b)(2) of this article, the

Department shall adjust the full cash value of all real
property subject to valuation and assessment for purposes of

taxation by the State, counties and Baltimore City,

municipal corporation, and special taxing districts under

the provisions of this paragraph (1) by making the

calculations required by this paragraph (1).

19.

(a) (13) AN ABNORMAL CONDITION OF A SEPTIC SYSTEM OR
WELL, IF NOT REFLECTED IN THE INITIAL VALUATION, SHALL BE
CONSIDERED PROVIDED THE PROPERTY OWNER NOTIFIES THE
SUPERVISOR OF ASSESSMENTS THAT THE DEFICIENCY AFFECTS VALUE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

General Powers, to enable the City to acquire, within
the boundary lines of Baltimore City, land and property
of every kind, by purchase, gift, eminent domain, or
other legal means, repeal a prohibition against the
City's acquisition of certain property by eminent
domain for or in connection with the industrial and
economic growth of Baltimore City, and to attach
