SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1981.

AN ACT concerning

Ramp Tolls - Harford and Cecil Counties

FOR the purpose of requiring the Maryland Transportation
Authority to eliminate tolls on the entrance and exit
ramps to a certain highway in Harford and Cecil
counties; and requiring the Maryland Transportation
Authority to take certain steps to obtain a certain
trustee's consent to the elimination of the ramp tolls.
Authority to eliminate certain tolls under certain
conditions; requiring the Authority to take certain
steps toward the elimination of these tolls; providing
for the cost of obtaining a certain agreement; and
generally relating to certain tolls in Harford and
Cecil Counties.

Preamble

WHEREAS, The John F. Kennedy Memorial Highway located
in Baltimore, Harford, and Cecil counties is a toll road
being operated under the jurisdiction of the Maryland
Transportation Authority; and

WHEREAS, The toll facilities on the John F. Kennedy
Memorial Highway produce revenues far in excess of those
needed to defray the cost of operating the highway and
servicing the outstanding bonds; and

WHEREAS, The entrance and exit ramp tolls in Harford
and Cecil counties produce a relatively small revenue flow
which is not needed to meet the expenses and debt service
for the operation of the John F. Kennedy Memorial Highway in
Maryland; now, therefore,
