(VI)  CAPACITY FOR INDEPENDENT LIVING; AND

(VII)  ECONOMIC SELF-SUFFICIENCY; AND

(5) REFLECTS THE PERSON'S NEED FOR A COMBINATION
AND SEQUENCE OF SPECIAL, INTERDISCIPLINARY, OR GENERIC CARE,
TREATMENT, OR OTHER SERVICES WHICH ARE OF LIFELONG OR
EXTENDED DURATION AND ARE INDIVIDUALLY PLANNED AND
COORDINATED.

(C)  THE TERM "PROTECTION AND ADVOCACY SERVICES"
INCLUDES THE PURSUIT OF LEGAL, ADMINISTRATIVE, AND OTHER
APPROPRIATE REMEDIES TO PROTECT THE RIGHTS OF PERSONS WITH
DEVELOPMENTAL DISABILITIES.

(D)  PROTECTION AND ADVOCACY SERVICES SHALL BE PROVIDED
BY AN ENTITY OR ENTITIES, WHICH MAY INCLUDE PRIVATE,
NONPROFIT CORPORATIONS, WITH THE AUTHORITY TO PURSUE LEGAL,
ADMINISTRATIVE, AND OTHER APPROPRIATE REMEDIES TO INSURE THE
PROTECTION OF THE RIGHTS OF PERSONS WITH DEVELOPMENTAL
DISABILITIES WHO ARE RECEIVING TREATMENT, SERVICES, OR
HABILITATION WITHIN THIS STATE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Commuter Rail Subsidies Service

FOR the purpose of establishing a revenue account in the
Transportation Trust Fund; providing for disbursement
of the revenue account in the form of certain subsidies
to certain commuter rail lines; prescribing the rate of
the subsidies; and providing that the State Department
of Transportation may not discontinue the subsidies

without certain approval by the General Assembly

providing that the Department of Transportation shall
continue to operate certain commuter rail lines at
certain levels of service; and requiring the Department
of Transportation to recover a certain percentage of
