SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 64A - Merit System

48A.

[(a) Any employee of a municipal corporation in
Maryland, as defined in defined in § 9 of Article 23A, AND
ANY EMPLOYEE OF A COUNTY IN MARYLAND, AS DEFINED IN ARTICLES
25, 25A, AND 25B, who participates in the State Employees'
Retirement System may participate, with the approval of the
governing body of the municipal corporation in the State
Employees' Health Insurance Program and shall be subsidized
by the municipal corporation OR THE COUNTY GOVERNMENT to the
same extent that State employees who participate in the
Health Insurance Program are subsidized.]

(A) (1) IN THIS SECTION "POLITICAL SUBDIVISION" MEANS:

(I)  A COUNTY;

(II)  BALTIMORE CITY; OR

(III)  A MINICIPAL MUNICIPAL CORPORATION AS
DEFINED IN ARTICLE 23A, SECTION 9 OF THE CODE.

(2)  ANY EMPLOYEE OF A POLITICAL SUBDIVISION IN
THIS STATE MAY PARTICIPATE, WITH THE APPROVAL OF THE
GOVERNING BODY OF THE POLITICAL SUBDIVISION, IN THE STATE
EMPLOYEES' HEALTH INSURANCE PROGRAM.

(3)  THE GOVERNING BODY OF THE POLITICAL
SUBDIVISION SHALL DETERMINE THE EXTENT TO WHICH IT WILL
SUBSIDIZE ITS EMPLOYEES' PARTICIPATION IN THE STATE
EMPLOYEES' HEALTH INSURANCE PROGRAM.
