Maryland Standardbred Racing

FOR the purpose of requiring that horses eligible to run in
Maryland Standardbred Fund races be registered with the
Maryland Standardbred Race Fund Advisory Committee; and
requiring that these horses must be foaled in Maryland
and the product of a mare of certain owners or foaled
under certain circumstances, certain breeders, or the
product of certain mares to qualify for registration;
and providing an exception from these requirements.

BY repealing and reenacting, with amendments,

Section 17A(d)(l)
Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 78B - Racing Commission

17A.

(d) (1) On and after July 1, 1971, each standardbred
track licensee shall provide for the running of races, to be
known as "The Maryland Standardbred Fund races" [for horses
foaled in Maryland according to the United States Trotting
Association registration certificate]. TO BE ELIGIBLE TO
START IN MARYLAND STANDARDBRED FUND RACES, EACH HORSE SHALL
BE REGISTERED WITH THE MARYLAND STANDARDBRED RACE FUND
ADVISORY COMMITTEE. TO QUALIFY FOR REGISTRATION, THE HORSE
SHALL HAVE BEEN FOALED IN MARYLAND ACCORDING TO THE UNITED
STATES TROTTING ASSOCIATION REGISTRATION CERTIFICATE AND THE
PRODUCT OF A MARE WHOSE OWNER HAS MAINTAINED A PLACE OF
ABODE WITHIN MARYLAND FOR MORE THAN 9 MONTHS PRIOR TO

REGISTRATION. IF THE OWNER OF THE MARE IS A NONRESIDENT OF

MARYLAND THE FOAL SHALL BE THE PRODUCT OF A MARE HAVING BEEN
SENT INTO MARYLAND TO FOAL AND COVERED ONLY BY A REGISTERED

MARYLAND STALLION THE SEASON OF THE BIRTH OF THE FOAL. IN

ADDITION, UNLESS THE HORSE BREEDER HAS MAINTAINED A PLACE OF
ABODE IN MARYLAND FOR MORE THAN 9 MONTHS PRIOR TO
REGISTRATION OR MAINTAINS HIS BREEDING STOCK CONTINUALLY IN
MARYLAND, THE HORSE SHALL BE EITHER THE PRODUCT OF A MARE
HAVING CONCEIVED IN MARYLAND THE PREVIOUS SEASON OR THE
PRODUCT OF A MARE HAVING BEEN SENT INTO MARYLAND TO FOAL AND
COVERED BY A MARYLAND STALLION THE SEASON OF THE BIRTH OF
THE FOAL. THESE ELIGIBILITY REQUIREMENTS ARE NOT APPLICABLE
TO THE MARYLAND STANDARDBRED SIRES STAKES PROGRAM PROVIDED
FOR IN PARAGRAPH (2) OF THIS SUBSECTION. The number of
Maryland Standardbred Fund races, amounts of the purses,
date of running the races, distance provisions of the races,
breeders' awards and other conditions necessary to carry out
