NOTWITHSTANDING ANY PROVISIONS TO THE CONTRARY IN THIS
SECTION, ANY FUNDS ENCUMBERED PRIOR TO JULY 1, 1981 IN THE
ITEM BEING REPEALED AS OF JULY 1, 1981 SHALL NOT BE REPEALED
AND IT IS THE EXPRESSED INTENT THAT THE UNENCUMBERED BALANCE
IN SAID REPEALED ITEM AS OF JULY 1, 1981 SHALL BE
TRANSFERRED TO AND BE AVAILABLE FOR THE APPROPRIATION
INITIALLY AUTHORIZED ON JULY 1, 1981 (MCKEE-BESHERS WILDLIFE
MANAGEMENT AREA, EASTERN SHORE WILDLIFE MANAGEMENT AREAS,
AND BAY ACCESS AREAS).
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Power Plant Siting Program - Temporary Uses of
Acquired Property
FOR the purpose of providing that the Secretary of Natural
Resources shall make provisions for the temporary use
of certain property; providing that the Secretary shall
consider the recommendations of the local governing
body of the subdivision in which this property is
located; requiring that the local governing body in
which the property is located must appoint an advisory
committee to recommend temporary uses of the property;
requiring the local governing body in which the
property is located submit a recommendation concerning
the temporary use of the property to the Secretary;
providing funds for the development of an effective
management program for approved temporary uses; and
providing funds for the annual operation of the
management program approved temporary uses.
