Ch. 497

(iv) The dredging of spoils from tidal
waters and the filling of adjoining land;

(v) The development of areas for the
disposal of spoils;

(vi) The construction, reconstruction, or
repair of bulkheads, berths, wharves, supply sheds, storage
buildings, or other facilities, appurtenances, and equipment
necessary or useful in connection with the operation of a
modern port;

(vii) Acquisition,                          refinancing,

rehabilitation, or improvement of a public use airport; [or]

(viii) The construction, equipping, or
financing of a sports arena or sports stadium used by a
professional team with a franchise for major or minor league
baseball, basketball, football, ice hockey or soccer[.];

(ix) Rehabilitation or improvement of the
facilities of any racetrack licensed for the conduct of
racing under Article 78B of the Code[.]; OR

(X) THE CONSTRUCTION, REHABILITATION,
IMPROVEMENT, EQUIPPING, FINANCING, OR REFINANCING OF
BUILDINGS OR FACILITIES NECESSARY OR USEFUL FOR THE
DEVELOPMENT OR OPERATION OF AN ENERGY PROJECT.

(o) "Public body" means:

(1)  A political subdivision;

(2)  An industrial development authority; [or]

(3)  The State Aviation Administration[.]; OR

(4)  THE MARYLAND ENERGY SUPPLY AND CONSERVATION
AUTHORITY FINANCING ADMINISTRATION.

(b) (2) To determine the economic impact of a project,
the Authority may consider:

(i) The amount of any insurance that is
requested;

(ii) The size of the mortgage loan;

(iii) The number of new jobs that will be
created by the project; [and]

(IV) THE REDUCTION OF THE CONSUMPTION OF
ENERGY, THE SUBSTITUTION OF OTHER SOURCES OF ENERGY FOR
PETROLEUM, OR THE INCREASE IN THE UTILIZATION OF SOLAR
ENERGY IN AN INDUSTRIAL PROJECT; AND
