(2)  Under the program established by this
subsection, a duck may not be released under the age of 6
weeks.

(3)  TO ENCOURAGE WATERFOWL HABITAT CONSERVATION
ON PRIVATE LANDS, THE WILDLIFE ADMINISTRATION SHALL
IMPLEMENT A 10 YEAR LICENSING AGREEMENT FOR APPROVED
PROJECTS ON PRIVATELY OWNED LANDS DETAILING THE LANDOWNER'S
RESPONSIBILITIES. EXPENDITURES BY PRIVATE LANDOWNERS ON
PRIVATE LAND FOR THESE WATERFOWL PROJECTS APPROVED BY THE
WILDLIFE ADMINISTRATION AND COVERED BY THE LICENSING
AGREEMENT SHALL BE CONSIDERED A CONTRIBUTION TO THE STATE OF
MARYLAND.

[(3)(4) The Governor shall appoint an advisory
committee of 13 MEMBERS COMPOSED OF nine members who have a
practical knowledge in raising wild ducks, AND FOUR MEMBERS
WHO HAVE A PRACTICAL KNOWLEDGE OF WATERFOWL HABITAT
CONSERVATION.]

(3) THE GOVERNOR SHALL APPOINT A MARYLAND

WATERFOWL ADVISORY COMMISSION TO ADVISE THE DIRECTOR,

WILDLIFE ADMINISTRATION, ON FUNDING, DEVELOPING, AND

IMPLEMENTING THE MARYLAND WATERFOWL RESTORATION PROGRAM, THE
EXPENDITURE OF MIGRATORY WATERFOWL STAMP FUNDS, AND THE
PROPAGATION, PURCHASE, AND DISTRIBUTION OF DUCKS TO BE
RELEASED. THE COMMISSIONERS SHALL SERVE 5 YEAR STAGGERED
TERMS. THE CHAIRMAN OF THE COMMISSION SHALL BE NAMED BY THE
GOVERNOR. Members may be appointed from the following
organizations:

(i) The Farm Bureau,

(ii) Ducks Unlimited,

(iii) Izaak Walton League,

(iv) Waterfowl Habitat Owners Association,
and

(v) Hunting and sportmen's clubs.

[(3)(5) The committee shall advise the
Department of (i) the propagation or purchase and
distribution of mallard or other ducks to be released, and
(ii) regulations adopted by the Department to effectuate
this program, AND (III) WATERFOWL HABITAT CONSERVATION
PROJECTS.]

SECTION 2. AND BE IT FURTHER ENACTED, That nothing in
this Act shall affect the terms of the current members of
the advisory committee appointed under 10-308.1(c) of the
Natural Resources Article.
