FOR the purpose of permitting the use of a certain punchcard
ballot voting system as an alternative to the lever
voting machine in Harford County; exempting certain
polling places in Harford County from proclaiming
election results in certain instances; providing for
certain safeguards in the use of electronically
tabulated punchcard ballots; and generally relating to
the implementation of such a system.
FOR the purpose of making certain provisions relating to
the use of punchcard ballots applicable in Harford
County; and providing that this Act does not affect the
application of laws in Montgomery County.
BY repealing and reenacting, with amendments, adding to
Article 33 - Election Code
Section 16-16(c)(1) and 16A-1 16A-2

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 33 - Election Code
16-16.
(c)(1) Except in HARFORD COUNTY AND Montgomery County
polling places for any election at which the use of
electronically tabulated punchcard ballots has been
authorized by the State Administrative Board of Election
Laws pursuant to § 16A-1 of this article, the proclamation
of the result of the votes cast shall be announced
distinctly and audibly by one of the judges, who shall read
the names of each candidate, the designation or designating
numbers and letters of his counters and the vote registered
on each counter, and also the vote cast for and against each
question submitted.

(a) In HARFORD COUNTY AND Montgomery County or a
portion thereof, ballots may be in the form of one or more
punchcards which may be electronically tabulated.
(b) Before the local board in HARFORD COUNTY AND
Montgomery County may use electronically tabulated punchcard
ballots, the particular voting system, including the form of
ballot arrangement, the nature of the punchcard used, the
method of marking ballots, and any sorting or counting
devices must be approved by the State Administrative Board
of Election Laws. Before approving a punchcard ballot system
