Preamble
WHEREAS, Senate Bill 583 of 1980 dealt with the
establishment of certain alcoholic beverages licenses and
their appropriate fees, with the preclusion of drugstore
owners from obtaining certain alcoholic beverages licenses
in Somerset County, and was signed into effect on May 27,
1980 as Chapter 830; and
WHEREAS, The title of this bill stated only that
certain license fees for alcoholic beverages in Somerset
County were being altered; and
WHEREAS, The Attorney General maintained in a letter to
the Governor dated May 21, 1980 that the provisions of the
Act should not be given effect because the title gave no
indication that certain licenses were being established and
certain limitations were being imposed, that the legislative
attempt to add these provisions to law was not reflected in
the bill's title, and that the title would put no one on
notice that new classes of licenses were being authorized in
Somerset County; and
WHEREAS, Provisions of the bill contradicted an
existing subsection of law; and
WHEREAS, The Attorney General was of the opinion that
the bill could be signed but that certain provisions would
not be given effect; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

(j-1) In Somerset County there is a 6 day and a 7 day
Class A (off-sale) beer license.
(1) In Somerset County the annual license fee
for a 6 day license shall be $100.
(2) The license fee for a 7 day license in
Somerset County shall be $125.
